MUKTI Cox's Bazar has sound administrative system. It was guided by organizational administrative policies and procedures. The administrative policy manual consists of three different parts. General services section/part, vehicle/fleet management, and Store management. The general services section include procurement and/or supply chain management, lease management, travel management, Universal filling systems, AGM/Picnic, FF&E items management, handover/taken over, counterpart dealing etc. The procurement policies and procedures have four separate sub-chapters e.g. vendor enlistment and maintenance, Quotation collection, evaluation, and contract management, Material/services management, and payment of bills/invoices. The entire administrative manual is self-explanatory chapters/sections for handling day-to-day administrative functions.

It has emphasized personnel management is one of the important activities of the organization. Considering the output of human resources a careful attention is given for improving quality of work life, productivity improvement, and readiness for change. The four HRM functions i.e. staff acquisition, staff development, staff motivation and staff maintenance deliberately performed by competent personnel. It has very clear and concise policies and procedures manual which describe all HRM functions. Along with financial and administrative policies, the HR policies have been contributing in developing financial transparency of the organization. Experience and trained human resources is the main strength of the organization. It has a long time experienced professional staffs as well as promising dedicating development professional in the team. Teams consist of diversified knowledge & skill e.g. social science graduates, agriculturist, health professional & technologist, economic and financial analyst. MUKTI Cox's Bazar provides fundamental (basic) and refresher training based on training need assessment to build capacity of the staff members for social mobilization, health care, water and sanitation, economic empowerment through IGA and so on. It maintains two category of staffs namely permanent and project.
