Mukti Cox's Bazar had partnership with Food and Agriculture Organization of the United Nations (FAO), Government of Bangladesh and United Nations Development Program (UNDP) from June 2003 to October 2006 in "Empowerment of Coastal fishing Community for livelihood security" program.

Providing primary education to the out of school children of the costal fishing communities Capacity building of the community and their organizations (SMCs/VOs/VDCs) to owning and running their school with out external assistance.2
Developing teaching skill of teachers of the locality to better perform their job.
Enrollment of all children in primary school.
Facilitation of admission of graduate in to the government school in the high grades.
Initiating second and third shifts to accommodate more children for primary education programme.
With the assistance of USAID and CARE Bangladesh MUKTI had implemented the program from 2006 to 2010. Community empowerment was the key areas of intervention of the program. Through the program community groups were capacitated and strengthen so that they were in driving seat in implementing the program.
Behind all the successes of SHOUHARDO the role of the Village or Slum Development Committee (VDC & SDC) was vital. VDCs/SDCs are the main vehicle of the program. The member of VDCs and SDCs are finding out the various local problems & planning for resolving those. They are playing leading role for the community people. They ensure service in the community by the service providers through strong linkages and network with service providing agencies. Thus the community becomes problem solver and proactive.
