Through the program community groups were capacitated and strengthen so that they were in driving seat in implementing the program.

Behind all the successes of SHOUHARDO the role of the Village or Slum Development Committee (VDC & SDC) was vital. VDCs/SDCs are the main vehicle of the program. The member of VDCs and SDCs are finding out the various local problems & planning for resolving those. They are playing leading role for the community people. They ensure service in the community by the service providers through strong linkages and network with service providing agencies. Thus the community becomes problem solver and proactive.
